Key Responsibilities:
P&C Administration and Support
- Prepare and process all kinds of P&C related paperwork for all categories of workforce as required, with accuracy and confidentiality and in accordance with the policies and local laws;
- Administer and manage local P&C systems, including VIP Payroll, Workday and other context specific systems;
- Maintain and keep staffing lists for all categories of workforce in the Gaza Province (employees, casual workers, volunteers, interns, enumerators etc) and any staff related necessary information for rapid access and use;
- Maintain staff files accurate, updated and confidential at all times.
- Keep P&C related templates updated and available for staff;
- Maintain and process local employee enrolment and cancellations from Medical care scheme;
- Provide necessary advice and support to staff on leave utilization for different types of leaves and LDRs on Workday system;
- Act as liaison between employee and insurance provider in resolving benefits related program issues including accidents and ensure effective utilization of the plan;
- Respond to routine employee enquiries, both oral and written to ensure the accurate and timely provision of information;
- Being focal point when it comes to partner’s capacity building and assessments.
- Support the line manager in providing P&C data for necessary P&C reporting upon request and as needed including MMR;
- Ensuring that projects in Gaza comply with the rules and procedures established in the organization for the recruitment and selection of staff, interns, volunteers and enumerators;
- Proceed with the orientation and introduction of new staff, including issues related to benefits;
- Preparation of monthly Memos related to changes to Payroll, which must be submitted to the National Office by the 5th of each month;
- Respond to questions raised by staff about all HR policies and practices, ensuring that concerns raised are quickly addressed;
- Ensuring that employee performance appraisals are carried out and submitted to the P&C Department in a timely manner.
- Supervise the implementation of training/development plans in Gaza Province;
- Facilitate the training sessions on recruitment, supervision, evaluation, and conflict management;
- Control staff vacation plans in Gaza Province;
- Ensure the disclosure by all employees of policies, regulations and other instruments relevant to the organization (conflict of interest policies, vehicle use policy, email usage policy, child protection policy, etc.);
- Advise management in the preparation and conduct of disciplinary proceedings relating to offenses in the Province of Gaza;
- Provide preventive assistance to projects in order to prevent risks of litigation in the labour area;
Recruitment, Orientation and Training
- Support Team Leads with the recruitment process for full time employees, Interns, volunteers, enumerators etc.
- Provide necessary support in staff recruitment, selection and contracting as needed and participate in panel interviews upon the Line Manager request;
- Provide assistance in arranging and conducting orientation and induction sessions for new staff;
- Provide assistance in arranging and conducting different kinds of P&C learning events, trainings, workshops, and/or team building activities;
- Prepare contracting processes for employees, interns, volunteers, etc. as needed.
- Ensure that all full-time staff, interns, volunteers and enumerators etc. sign WV partnership compulsory policies
Workday System (WD)
- Act as WD Champion with super user credentials for the national office, with BP South supervision;
- Maintain and update WD data on a regular basis and provide monthly reports and statistics or when required;
- Manage the Workday (WD) Recruitment Module and ensure 100% utilization of Recruitment for all local recruitments;
- Conduct Block party screening when is required.
- Support in training the managers and staff in utilization of WD self and manager service and recruitment modules and ensure all new hires receive adequate orientation;
- Manage the WD Recruitment Module and ensure 100% utilization of Recruitment for all local recruitments;
- Contribute to a healthy team spirit and team work;
- Adhere to WV Child Protection & Safeguarding policy and standards and stay committed to WV vision statement and core values;
- Perform other relevant tasks assigned by the direct supervisor;
- Represent WV Mozambique in an appropriate and professional manner in Gaza in judicial forums whenever convenient and necessary, including the Tax Authority and the Provincial Delegation of the INSS as well as the provincial labor authorities;
- Attend and actively participate in weekly devotions and Bible studies.
Knowledge/Qualifications for the Role
- Minimum 2 -3 years of experience in Human Resources and or Administration with medium business/medium NGO/government agency; Excellent knowledge of local labor law and related legislations; Demonstrated experience and knowledge of HR practices, including recruitment, hiring, HR functions and systems administration; HR software administration and maintenance
- University degree or equivalent in Business Administration, HR, Social Sciences, Psychology or a related field;
- Excellent detail-orientation skills; Good communications skills;
- Thorough working knowledge of office systems.
- Computer aptitude and experience with word processing, database management, and spreadsheet software;
- Ability to maintain positive relationships with colleagues,
- Emotional maturity and ability to deal with matters of strict confidentiality;
- Excellent organizational and planning skills; Quick learner, agile, flexible and adaptable;
- Ability to demonstrate sound judgment and work with little supervision under the virtual working relationships;
- Ability to contribute to the healthy team spirit within the virtual teams; Cross-cultural sensitivity
