Role Purpose
To ensure that Vodafone M-Pesa is conducting business in full compliance with all laws, regulations in effect in the Republic of Mozambique. In addition, the individual has to also ensure efficient identification and monitoring of emerging risks as well as management of current risks and report instances of non-compliance to the Compliance Manager. Advise the Compliance Manager on the adequate course of action in specific risks.
Key Accountabilities and Decision Ownership
- Manage the monitoring activities to ensure compliance with regulatory requirements and internal policies and procedures.
- Conduct periodic compliance reviews on relevant legislations and relevant Policy requirements across the Business units. This includes execution of CRMP’s (Compliance and Risk Management Program).
- Draft compliance monitoring and testing reports demonstrating the extent and scope of monitoring, findings, owners, date for closure and report to the relevant committees.
- Conduct a sample review of M-Pesa opened accounts, i.e. individual customers, Agents, business, etc.
- Ensure an effective tracking methodology of all the reviews and respective findings as well as develop action plans in order to address the review findings with business.
- Provide support for Internal Audit, External Audits, Group Compliance Reviews and Regulatory audits in relevant information, evidence, guidance and issue closure.
- Testing, implementation and review the controls for the purposes of International Certification for Vodafone M-Pesa and other relevant certifications.
- Stakeholder management i.e. Sales, the Backoffice, Human Resources, Finance and Marketing etc.
- Review M-Pesa relevant Policies and ensure they address regulatory requirements, best practices and report on non-compliance.
Core Competencies, Knowledge and Experience
- Detailed knowledge of financial sector legislation in Mozambique.
- Detailed knowledge in monitoring activities methodologies and tools.
- Experienced monitoring and testing with at least 1 or more years in a compliance or related field.
- Keen mind and positive outlook.
- Thorough in work with a high level of attention to detail.
- A certain degree of personal integrity with a sense of urgency.
Must Have Technical/ Professional Qualifications
- Bachelor’s degree in Law, Audit or related field (relevant to the compliance field) or a course in Management.
- Certification in Compliance is an advantage.
- Knowledge of telecommunications is an advantage.
- Strong written and verbal communication skills (fluency in English is an advantage).
- Quality Assurance/Audit experience.
Key Performance Indicators
- Ensuring the monitoring of all legislation applicable to M-Pesa in accordance with the annual plan.
- Audit, compliance reviews, regulatory findings closure within reasonable time.
- Report any non-compliance in internal controls to the Compliance Manager.
