Overview & Responsibilities
IDLO is implementing a Transnational Organized Crime in East Africa (EATOC) Project, funded by the United States Department, Bureau of International Narcotics and Law Enforcement Affairs (INL). The project aims to strengthen State Responses to Transnational Organized Crimes (TOC) in Kenya, Tanzania, and Mozambique through (i)strengthening national and regional policy and legal frameworks on TOC in the 3 countries; and (ii) enhancing national and regional capacities for collaboration and coordination of the prevention and responses to TOC in the 3 countries.
The Assignment
IDLO has partnered with the Center of Legal and Judicial Training (CFJJ) of Mozambique to develop a Compendium of Cases on Transnational Organized Crimes in Mozambique. The Compendium will provide an analysis of the nature, scope, trends, and jurisprudential value of decisions made by the courts on transnational organized crime (TOC) in Mozambique.
IDLO seeks to engage a consultant to develop the Compendium of Cases on Transnational Organized Crimes in Mozambique. The consultant shall report directly to IDLO’s Programme Lead for the EATOC Project, and designated contact persons at the CFJJ respectively.
The Consultant’s duties and responsibilities will be as follows:
- Conduct an inception meeting with IDLO, and CFJJ to discuss the TORs and the scope of the assignment, methodology, expectations, and outcomes and present the assignment strategy;
- Conduct extensive desk and field research on the scope and nature of TOC cases, rulings/judgements delivered, and emerging trends in handling TOC cases by courts in Mozambique;
- Develop the Draft Compendium of Cases on TOC;
- Present the draft to stakeholders’ forums organized by IDLO and consider the feedback from the stakeholders to improve the draft;
- Conduct a validation workshop of the revised Compendium with IDLO, CFJJ, and other stakeholders for approval and ownership;
- Develop and present a final Compendium of Cases on TOC.
Deliverables
The Consultant will deliver the following:
- An Inception Report detailing the approach/methodology, clear milestones and timelines , detailed work plan, potential risks, and mitigation measures;
- A compilation of the desk research and comparative analysis materials that informed the development of the Compendium of Cases on TOC;
- Initial Draft of the Compendium of Cases on TOC;
- Final Compendium of Cases on TOC for publication.
Job Requirements
Education
- A bachelor’s degree in law from a globally recognized university;
- A master’s degree in a relevant field from a globally recognized university.
Work Experience
- An advocate with at least 10 years of experience;
- Minimum of 7-10 years of professional experience in legal research, analysis, and writing, especially on transnational organized crimes, financial crimes, and economic crimes work;
- Demonstrated understanding of the social, political, and economic context in Kenya, Tanzania, and Mozambique;
- Working knowledge of the roles of key justice chain actors such as investigators, prosecutors, and judiciaries;
- At least one publication in a related field of study.
Technical Competencies
- Excellent organizational, interpersonal and communication skills;
- Excellent work ethic founded on the principles of integrity, impartiality, and confidentiality;
- Professionalism in the process of engaging with multiple government agencies across countries;
- Proficiency with Microsoft Office programs and other relevant computer applications.
Terms & Conditions
The consultancy contracts will run for three (3) months from 1 October to 31 October 2024. The assignment is output-based, and flexibility of schedules and availability might be required to ensure the completion of work within the time frame.
