GIZ is recruiting a Senior Education and Youth Advisor – GPE Grant Agency based in Maputo

General Introduction:

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a global service provider in the field of international cooperation for sustainable development. Owned by the Federal Republic of Germany, GIZ has over 50 years of experience in providing technical assistance, capacity development and project management services for a wide variety of specialised development areas, including education, health, governance, public finance management, agriculture, social development, gender equality.

In February 2024, GIZ has successfully undergone the accreditation process for the role as Grant Agent for Global Partnership for Education (GPE) funding and has been selected as GPE Grant Agent in Mozambique.

The GPE is a major international fund that provides financial support to education systems in developing countries, including many African nations. It mobilizes resources from various donors to support initiatives aimed at improving access to quality education, strengthening education systems, and promoting equity in education.

In its role as GPE Grant Agent, GIZ is now requested to assist the Mozambican government, more specifically the Ministry of Education and Human Development (MINEDH), in the application for and implementation of the GPE System Capacity Grant (SCG) (3,3M USD), the GPE System Transformation Grant (STG) (107M USD) and the Girls’ Education Accelerator (GEA) (10M USD).

Position description

The Senior Education and Youth Advisor will be a key member of the team for the GPE grants managed by GIZ. He/she will be responsible for the overall technical assistance to the Ministry of Education (MINEDH) and their various thematic departments such as for Primary Education, Secondary Education, Planning, Teacher Training, and cross-cutting topics.

Working closely with the Team Leader and the other key experts, the Senior Education and Youth Advisor will be responsible for the implementation of various components of the programme, specifically with regards to sector coordination and planning processes.

 Description of tasks:

  • Technical assistance and advisory to various departments of Ministry of Education, specifically the ones for Primary Education, Secondary Education, Teacher Training, Planning and Cooperation and cross-cutting topics​;
  • Responsible for engagement with and participation in sector coordination formats and working groups, provide input on status of grant implementation; ​
  • Responsible for project implementation with regards to sectoral planning and monitoring processes, incl. participation in regular meeting formats;
  • Preparation of and participation in monitoring missions​;
  • Contribution to reporting formats towards MINEDH, GPE, FASE partners and BMZ​;
  • Support in capacity development of central and decentralized levels of the Mozambican education system.

General professional experience

  • Minimum requirement of 10 years of experience in support of quality education (sector coordination, education system strengthening, curriculum development, training of teachers, gender-transformative education, education management and planning);
  • Experience in working directly with or providing technical assistance to a Ministry of Education or an education entity, preferably in Mozambique;
  • Experience with donor coordination mechanisms and/ or multi-stakeholder platforms;
  • Experience with high level political coordination & engagement​.

Specific professional experience

  • Minimum 8 years of experience in providing technical support to quality education; projects, programs or policies.
  • Competence in organizational development and capacity development​;
  • Previous experience with the FASE basket funding mechanism and its coordination;
  • Experience in Public Financial Management, Financial Cooperation and/or public; administration, decentralization​ would be a strong asset;
  • Experience with the implementation and monitoring of GPE-funded programmes would be a strong asset.

Requirements

​ Qualification and Skills

  • Master’s degree or equivalent in public policy (social services), education, development studies or international development;
  • Proven ability to work in an international team, strong teamwork skills;
  • Firm command of digital working methods and instruments (MS Office, Outlook, Teams);
  • Excellent communication skills;
  • Fluency in Portuguese;
  • Very good command of spoken and written English.
