Background

In line with WFP’s Country Strategic Plan (2022–2027) for Mozambique, WFP works to support and add value to the Government’s Zero Hunger agenda with a focus on improving food security and strengthening the resilience of individuals and communities in the face of multiple shocks and stressors. WFP programmes in the country cover school-feeding, nutrition, food assistance (gods, cash transfer or vouchers), support to smallholder farmers, resilience and climate change adaptation, gender transformative and nutrition-sensitive, capacity strengthening-readiness-preparedness, logistical and emergency support across the humanitarian operations.

The conflict in the northern province of Cabo Delgado has intensified over the past year, with the highest spike in armed conflict events since the start of the conflict in 2017. According to the 2024 Humanitarian Needs and Response Plan, an estimated 704,000 displaced people need assistance in 2024, with 600,000 displaced by the conflict and 100,000 by natural disasters. Despite the steady return of IDPs to their home districts that marked the humanitarian situation in northern Mozambique in 2023, there is no significant decrease from the 740,000 people who needed assistance in 2024. The return of IDPs did not mark the end of vulnerability. Multiple displacements and the consequent disruption of people’s livelihoods are exhausting families’ already scarce resources and causing food insecurity and malnutrition to rise, and the overall security context of Cabo Delgado remains fragile.

In addition, extreme weather events caused by climate change, coupled with reduced humanitarian assistance, have exacerbated vulnerabilities of communities. In Mozambique, 3.3 million people are projected to face food insecurity during the lean season (October 2024 – March 2025) with 776,639 in IPC4 – almost four times higher than in last year. El Niño induced rainfall shortage and above average temperatures have resulted in drought conditions in central and southern Mozambique, impacting agricultural production for vulnerable communities. Many poor households have nearly or completely exhausted their harvest stocks and are resorting to harmful coping strategies, including serious protection risks.

Purpose of the Assignment

WFP is looking for an experienced Programme Policy Officer to support WFP’s programme and operations management in northern Mozambique with particular focus on the Cabo Delgado conflict crisis and the El Nino drought response. The Programme Policy Officer will extend day-to-day support to other emergency operations in Mozambique working across all WFP’s Field Offices. For that, the position will be based in Maputo with remote and on-site support to field operations when required.

In addition, the function is expected to extend coordination support to the national Food Security & Livelihoods Cluster (FSC).

Accountabilities/Responsibilities

The Programme Policy Officer will report directly to the Head of Programme in Maputo. Work will be performed in close coordination with the Activity 1 Manager and the Food Security & Livelihoods Cluster Coordinator, both at Country Office level.

The Programme Policy Officer Will Perform The Following Tasks

Emergency Support at Country Office level:

  • Support coordination and effective implementation of food assistance plans and operations to address food insecurity needs of vulnerable communities affected by conflict (in northern provinces) and climate (in central/southern provinces) working in collaboration with other sectors, with relevant government institutions at provincial and district levels, as well as with other UN and non-governmental organizations (NGOs).
  • Ensure effective programme and operational support to WFP Mozambique in all matters regarding emergency food assistance, including through regular deployment on missions. Engage with and support Country Office’s programmatic areas of CBT, IDM, Protection and Partnerships units in all activities.
  • Directly manage and provide advice to the expansion and roll-out of vulnerability-based targeting (VBT) across the Country Office.
  • Carry out any other relevant operational duties regarding WFP’s saving lives portfolio in Mozambique.

Support to the FSL Cluster Coordination mechanisms for Northern Mozambique (covering Cabo Delgado, Nampula and Niassa provinces):

  • Support the FSL cluster in engagement with the Area Inter-Cluster Coordination Group (ICCG) and to coordinate with local authorities, local civil society and other relevant actors as needed.
  • Assist in engagement in area inter-cluster activities to include the development or review of assessment tool, e.g., multi-sectoral needs or site assessments and rapid response missions whenever necessary, and act as the primary conduit for dissemination of information concerning strategic decisions, plans and recommendations made by cluster and CLAs to the provincial partners.
  • In coordination with the National FSC Cluster Coordinator, contribute to the 2025 Humanitarian Needs Overview (HNO) and to the Humanitarian Response Plan (HRP) in consultation with the cluster partners.
  • Support the coordination for the main agricultural campaign (starting in October 2024), assuring that planning information is collected from partners, gaps avoided, and information shared with INGD/SPAE/DPAP.
  • Update the Linha Verde Case Management System regularly, engaging monthly with LV focal points and with partners.

Qualifications & Experience Required

Education

  • University degree in food security, agriculture, economics, or related field.

Experience

  • Minimum of 5 years of experience – preferably in the development/humanitarian field and emergency context.
  • Field experience with WFP in emergency context would be an advantage.
  • Previous work experience with the Government and humanitarian actors in the context of Mozambique would be a great advantage.

Languages

  • Fluency in Portuguese and English (both oral and written) is required.
