Position description
Within the scope of the centralized provision of services to projects by the GIZ Maputo Agency, the Procurement Specialist:
• Guarantees procurement in an efficient and effective manner, including its respective logistics, based on local law and all directives, current GIZ standards and rules with use of procurement software tools.
• Management of procurement processes.
• Facilitation of knowledge building and knowledge sharing.
Main Activities
• Make purchases of services and goods based on local law and current GIZ rules, as well as, in applicable cases, submit the processes for verification to seniors or Head of the Department, for subsequent approval and decision-making on the award.
• Prepare and publicize procurement notices, as applicable
• Prepare bidding documents, request for proposals and other procurement documents with support from technical staff who provide comprehensive specifications, terms of reference, etc.;
• Develop shortlists, as required, of suppliers and contractors for considering the experience and qualifications of suppliers, contractors, consultants;
• Carry out negotiations with consultants, consulting companies and suppliers whenever necessary.
• Carry out the selection process and contracting based on local law and current GIZ rules, guarantee decision-making on the award with the Head of Administration and/or Head of the Department
• Establishing and maintaining an information database on procurement services;
• Provide accurate and timely information to all relevant stakeholders throughout the project.
• Participate in periodic and random quality control of all work in the area and participate in the introduction of measures to improve quality.
• Provide counseling to staff from GIZ programs, projects and junior staff regarding procurement (goods and services) when requested also assist to organize training and workshops to related Contracts and Procurement for GIZ Programs and projects.
• Assist colleagues while on hospitations at country office.
Addional Tasks
• Participate in internal audit processes and independent (external) audits, providing relevant information requested for the normal course of audit work.
• Carry out other tasks that arise or are assigned by your superiors as they are associated with the objective and area of responsibility described above.
Requirements
Academic education
• Degree in law or finance or administration or economics or management.
Professional experience
• At least 4 years of solid experience and knowledge in contracts and procurement.
• Proven experience with public procurement policies of international development agencies or other multilateral development banks is a significant advantage.
• Proven practical experience and skills in all aspects of international public procurement of goods, works and consulting services and administration is an advantage.
• Demonstrable experience with contract negotiations.
Other skills/experience
• Excellent computer skills, including MS Office Word, Excel, Outlook and preferably procurement related software, SAP.
• Fluent in spoken and written Portuguese and English; if possible, a satisfactory level of German, understanding and oral expression.
• Strong time management and organizational skills with attention to detail.
• Excellent communication and interpersonal skills.
