The MEL Specialist will be based in Nampula, Mozambique, and report to the MEL Senior Officer. The MEL Specialist will work closely with Senior MEL Officer and the technical team to support the overall MEL activities and impact assessment for the project, ensuring data and information are used for learning and improving project and stakeholder activities. This is a local hire position and applicants must have the legal right to work in Mozambique.

Responsibilities
- Works in coordination with the Senior MEL Officer to perform timely M&E of program activities in Nampula and Zambézia provinces.
- Ensures partners understand M&E commitments and oversees their outputs.
- Collects and analyzes program and external data against benchmarks and targets, including coordinating site visits with the technical teams.
- Travel to remote areas and work independently to monitor activities, if required.
- Support the learning and communication activities by translating the M&E findings into success stories and other information and/or social media products.
- Generates reports for program team and USAID.
- Ensures data quality and integrity.
- Contributes to the development of Work Plans, ensuring that intended results are captured in the MEL plan and that planned technical activities contribute to project performance indicators.
- Provide regular updates regarding progress against Program’s indicators.
- Other duties as assigned by the Chief of Party or Deputy Chief of Party.
Qualifications
- University degree in statistics, social sciences, public administration, project management/business administration, or related field.
- Minimum five (5) years of professional experience conducting MEL activities.
- Demonstrated analytical and assessment skills (including primary research and mixed-methods analysis).
- Demonstrated capacity to collect, organize and analyze complex data.
- Dynamic personality with demonstrated creativity and a willingness to learn.
- Strong computer skills (MS Office suite) required.
- Experience with grants or small grants under contract programs preferred.
- Experience with USAID or other donor-funded programming strongly desired.
- English proficiency and Portuguese language fluency required.
