Context

Mozambique is among the African countries most affected by climate change, facing severe environmental, social, and economic consequences. The country has experienced frequent climate-related disasters, including droughts, floods, and cyclones. These incidents underscore the urgency and importance of implementing effective measures to address the growing impacts of climate change.

The Paris Agreement, adopted in 2015, aims to limit global warming to below 2 °C above pre-industrial levels, with efforts to cap the increase at 1.5 °C. It commits countries to reduce greenhouse gas (GHG) emissions and strengthen mitigation and adaptation actions. Its central tool are the Nationally Determined Contributions (NDCs), which are country-specific targets that articulate ambition for conditional and unconditional measures to achieve the collective climate goals.

The NDCs play a crucial role in shaping climate policies, ensuring transparency, and holding governments accountable for their commitments. Countries are required to define and regularly update their climate action plans, with periodic reporting to assess progress and refine strategies. By requiring Parties to set clear, measurable targets and regularly update their commitments, NDCs provide a dynamic and adaptive policy tool. This ensures that climate strategies remain relevant and ambitious.

Mozambique submitted its updated NDC in December 2021, outlining the country’s climate action commitments for the period 2020-2025. However, this submission did not provide a long-term climate strategy or specific targets beyond 2025. The third round of NDC is scheduled for 2025 and is expected to introduce NDC 3.0, outlining Mozambique’s long-term climate objectives and actions while aligning with global mitigation and adaptation efforts.

In June 2024, Mozambique and Germany reinforced their long-standing cooperation on climate through a new Climate and Development Partnership (P+). This partnership aims to support Mozambique in implementing ambitious climate and energy policies, enhancing climate resilience, and consolidate its position as a regional hub for renewable energy in Southern Africa.

The Supporting Climate Policy and Energy Transition in Mozambique (PCTE) programme, implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and commissioned by the German Federal Ministry of Economic Cooperation and Development (BMZ), is designed to strengthen Mozambique’s institutional capacities while contributing to the country’s National Development Strategy 2015-2035. A core objective of the program is to support Mozambique in developing and implementing ambitious, realistic, and science-based NDCs. Additionally, the P+ Secretariat is anchored within PCTE, which facilitates the climate policy dialogue and action dialogues.

Requirements

Description of Tasks

  • Facilitate and coordinate GIZ’s support services in the development and implementation of strategic measures for the NDC 3.0. This includes ensuring coherence across climate change adaptation and mitigation efforts, NDC implementation tracking, investment plans, and climate governance;
  • Coordinate the professional exchange between relevant partners from science, academia and practitioners, conducting thorough analysis and evaluation of existing instruments to support the NDC 3.0 process and ensure alignment with national priorities;
  • Support collaboration between donors and institutions in implementing targeted support services aligned with national climate objectives under NDC 3.0;
  • and implementation of workshops, trainings, and capacity building initiatives on evidence-based approaches for the implementation, monitoring, and reporting of NDC;
  • Conceptualise and plan national and regional dialogue formats, including expert meetings and technical events in the context of NDC sectors and climate policy;
  • Management and coordination of national/international consultants, including the preparation of terms of references, identification and conceptualization of project activities, procurement of services, supervision of work, academic analysis, quality assurance of deliverables, as well as technical and content-related support of the team;
  • Overall project management for project-related activities and processes, while providing ad-hoc support for ministry requests and tasks assigned by the team leader;
  • Other tasks after consultation with the project manager, which contribute to the coherent implementation of the project.

Qualifications

  • Completed university degree (Bachelor’s, Master’s or higher) in natural, environmental or social sciences, geography, natural resource management, international relations or other comparable studies;
  • At least 3 years of professional experience in the field of climate change, climate policy, or energy transition, particularly in relation to NDCs, the Paris Agreement, climate adaptation, and mitigation strategies, with a strong understanding of national climate policies, strategies, and governance frameworks;
  • Proven experience in coordinating multi-stakeholder processes, including engagement with donors, ministries, international organizations, and relevant institutions, as well as facilitating high-level political dialogue in diplomatically sensitive contexts;
  • Proven experience in implementing capacity-building measures, including the design and facilitation of workshops, trainings, and advisory services for technical and policy stakeholders;
  • Excellent analytical and conceptual skills, with the ability to develop detailed project activities, assess and evaluate policy instruments, present complex contents in a simple and comprehensible manner;
  • Excellent advisory, communication, and management skills, with the ability to work collaboratively in a team, demonstrate strong self-organization, meet deadlines, maintain a results- and detail-oriented work ethic, take initiative, and effectively engage with internal and external stakeholders,
  • Business-fluent in Portuguese and English (B2-C1), with excellent written and spoken communication,
  • Excellent knowledge and relevant skills in the use of MS Software (Word, Outlook, Sharepoint, Excel, Teams, PowerPoint, etc.).
